There
are three (3) primary Guide Specifications being used by the U.S. Army
Corps of Engineers that assist in specifying and using the RMS and QCS
programs.
Typically, contract specifications are prepared by the Government and are
included within the Bid Documents. Increasingly, however, the Government is
using "Design-Build" contracts, wherein the Contractor is responsible to
prepare and edit the contract specifications.
Each of the specification sections should be thoroughly tailored for each
project. That is, they should not be used as they are provided in their raw
form. The more complicated a project, the more demanding would the
specification be that is properly tailored for the project.
These specification sections are being maintained by the "
Construction
Criteria Base
" and are referred to as "Unified Facilities Guide
Specifications" (UFGS). The UFGS documents are a joint effort of the
U.S. Army Corps of Engineers
(USACE), the Naval Facilities Engineering Command (NAVFAC) and the
Air Force Civil Engineer Support Agency
(AFCESA).
The UFGS are published only in electronic format only and are intended to be
used with SpecsIntact
software.
